UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent study of municipal councils, UK councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling playing fields and land to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of councils seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in Kent said its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

The survey of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will need to increase council taxes next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils this week also found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the study revealed.
